PLEASE CONFIRM YOUR INTEREST IN WRITING BY COMPLETING AND FAXING BACK THE ATTACHED FORM AT THE END OF THIS DOCUMENT NO LATER THAN 02/15/2008; 12:00PM, see note 2 on page 3.

 

A mandatory pre-bid conference will be conducted with all bidders and subcontractors on February 19, 2008 @ 2:00 PM. The pre-bid conference will begin at the office of Construction Services, Conference Room A, located at 170 Long Lane, Middletown, CT. All additional site visits shall be arranged through the Construction Services office and are encouraged. Bidders are required to become fully aware of existing conditions. Bidders that do not attend the pre-bid conference will be disqualified from bidding. Additional plans of most of the existing facilities are available at the plan room at 170 Long Lane. All bidders are encouraged to view these documents to become fully aware of the conditions not apparent from detailed site inspections. All plan reviews shall be arranged as noted above.

 

SEALED bids will be accepted at the office of Construction Services, 170 Long Lane, Middletown, CT 06459 until 2:00 PM on Tuesday, March 4, 2008 at which time they will be opened privately. All bids must be forwarded to the attention of Roseann Sillasen. Bids submitted after this date and time may be rejected at the sole discretion of the University.

 

The successful bidders will be notified in writing and will be required to attend a scope review and pre-award conference at which time the bidder’s bid will be reviewed. The University may conduct a scope review with other responsive bidders.

 

The University reserves the right to reject any or all bids, in whole or in part, to award any item, group of items, or total bid, and to waive any informality or technical defects, if it is deemed to be in the best interests of Wesleyan University.

 

All VALID bid questions must be submitted in writing to Roseann Sillasen at the office of Construction Services, 170 Long Lane, Middletown, CT 06459, fax (860) 685–3754. Bid questions will not be accepted beyond 4:00 PM on February 27, 2008. All bid questions must be faxed in writing in a font size of 12 or greater and will be distributed to all Bidders.

Bidders shall promptly notify the University of any ambiguity, inconsistency, or error, which they may discover upon examination of these Contract Documents. NOTE – There are a total of 9 major maintenance bid packages ranging in size and complexity. Bidders who do not respond to this request will not be disqualified from bidding other summer projects at WU.

SECTION 00300-PROPOSAL FORM

 

In compliance with Wesleyan’s Invitation to Bid, the Pre-bid Conference, the Form of Contract, including the conditions thereto, I (we) propose to furnish the labor, materials installed as required for the project named "Annual Major Maintenance FY 2008/2009-Project No. 08-006, Bid Package #2" and identified on the Proposal Form of this proposal to the extent of the Proposal submitted herein, furnishing all necessary equipment, machinery, tools, labor and other means of construction, and all materials specified or as may be necessary in the manner and at the time prescribed strictly in accordance with the provision of the Contract including specifications and/or drawings together with addenda issued and received prior to the scheduled closing time for the receipt of the bids, and in conformity with the requirements of Wesleyan University and any laws or regulations of the State of Connecticut of or the United States which may affect the same, for and in consideration of the price(s) stated on the said Proposal Form, hereof.

 

The lump sum base bid by me (us) on the Proposal Form includes all work indicated on the project manual, drawings and/or as described in the specifications or as may be determined by inspection of the site, except:

SECTION 01030-ALTERNATES

PART 1-GENERAL

1.1 RELATED DOCUMENTS

   

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division-1 Specification Sections, apply to this Section.

 
 
 

1.2 SUMMARY

   

A. This Section specifies administrative and procedural requirements for Alternates.

B. Definition: An Alternate is an amount proposed by Bidders and stated on the Bid Form for certain construction activities defined in the Bidding Requirements that may be added to or deducted from Base Bid amount if the Owner decides to accept a corresponding change in either the amount of construction to be completed, or in the products, materials, equipment, systems or installation methods described in Contract Documents.

C. Coordination: Coordinate related Work and modify or adjust adjacent Work as necessary to ensure that Work affected by each accepted Alternate is complete and fully integrated into the project.

D. Notification: Immediately following the award of the Contract, prepare and distribute to each party involved, notification of the status of each Alternate. Indicate whether Alternates have been accepted, rejected or deferred for consideration at a later date. Include a complete description of negotiated modifications to Alternates.

E. Schedule: A "Schedule of Alternates" is included at the end of this Section. Specification Sections referenced in the Schedule contain requirements for materials and methods necessary to achieve the Work described under each Alternate.

23 A & B VINE STREET-COMMON AREA FLOOR REPLACEMENTS

 

GENERAL

 

Contractor shall adhere to the project manual.

Contractor to assume all paint is lead containing.

Coordinate all work with Owner’s Representative. Building or surrounding area may be occupied. Reference construction schedule for start and completion dates. Each contractor will be responsible for daily clean up of individual’s work. Project site must be kept clean and free from tripping hazards. Removal of debris is to be disposed of in contractor supplied dumpsters at a centralized location.

Coordinate all work with work of other trades.

Archive drawings for contractor review are available at 170 Long Lane, Wesleyan University.

Contractor to comply with all State and Federal Codes, City of Middletown Ordinances, OSHA requirements and Wesleyan University General Project Requirements and Closeout Procedures. Provide as-built condition drawing.

Contractors will be required to work around occupant furnishings throughout the building.

All woodframe houses are fully furnished. Contractor shall provide for the proper storage and protection of existing furnishings. All furnishings shall be moved by this contractor to a storage container supplied by this contractor. Container may be placed in parking lot/driveways. All furniture shall be reinstalled to respective rooms and thoroughly wiped down by this contractor.

After review of site, contractors are responsible for any required temporary protection during the work.

Protect all floors/carpet; floor finishes that will not be replaced except as noted.

Any overtime required to complete project MUST be brought to Owner’s attention prior to submission of bid.

Doors to facilities must be kept locked at all times; any propped doors will be closed by Wesleyan University facility operations staff or public safety, no complaints or exceptions. If doors are to be propped the door shall be watched by a representative of this contractor.

Strip and reseal and refinish all VCT floors (2 coats Spartan 341 sealer/2 coats Spartan On and On Wax. Do not exceed 300 rpm on floor surface).

Final cleaning for move in condition is the responsibility of the contractor.

23 A & B Vine Street-Common Area Floor Replacements

 

This is a two family woodframe house. The rooms to receive new floor finish materials on the first floor include the bathroom. The rooms to receive new floor finish materials on the second floor include the common entry, kitchen and the bathroom.

Hazardous material survey to be submitted under separate cover. Should asbestos containing material be discovered in the existing flooring material, abatement will be performed by the Owner prior to the installation of new material. Work to be coordinated between the Contractor and Owner to schedule removal of toilet prior to abatement work.

Contractor to reference Sketch No. B024-1 and B031-1 of the pre-bid package.

23 A Vine Street-Common Area Floor Replacement

 

Bathroom-1st Floor

   

Remove existing toilet to install new sheet vinyl. Replace existing supply lines and shutoff valves. Reinstall toilet with new wax ring upon completion of floor installation.

  

Upon removal of toilet, inspect flange and sanitary line. Notify Owner of condition and need for any additional work.

  

Remove sheet vinyl.

  

Remove existing vinyl base. Score at top to reduce potential of chipping paint of existing base.

  

Inspect subfloor to determine replacement need.

  

Carry cost to install new 3/8" underlayment. Flash patch seams. Provide credit to Owner if not required.

  

Install new sheet vinyl.

  

Install new 4" vinyl base at perimeter of bathroom walls.

  

Caulk along floor at shower stall.

  

Install transition strip at floor to adjacent room transition.

Common Entry-2nd Floor

   

Sand existing wood plank floor.

  

Stain to match existing.

  

Apply polyurethane finish.

  

Refinish wood thresholds into spaces.

Kitchen-2nd Floor:

   

Remove sheet vinyl.

  

Remove vinyl base below cabinet.

  

Remove existing vinyl base. Score at top to reduce potential of chipping paint of existing base.

  

Inspect subfloor to determine replacement need.

  

Carry cost to install new 3/8" underlayment. Flash patch seams. Provide credit to Owner if not required.

  

Install new VCT.

  

Install new 4" vinyl base at perimeter of bathroom walls.

  

Install vinyl straight base below cabinet.

  

Install new threshold at floor to adjacent room transition.

  

Plane doors into space as required increasing the undercut due to increased floor height.

 
 

Bathroom-2nd Floor

   

Remove existing toilet to install new flooring. Replace existing supply lines and shutoff valves. Reinstall tub and reinstall toilet with new wax ring upon completion of floor installation.

  

Upon removal of toilet, inspect flange and sanitary line. Notify Owner of condition and need for any additional work.

  

Remove existing sheet flooring and any rotted underlayment.

  

Remove existing vinyl base. Score at top to reduce potential of chipping paint of existing base.

  

Inspect subfloor to determine replacement need. Carry cost to install new 3/8" underlayment. Flash patch seams. Provide credit to Owner if not required.

  

Install new sheet vinyl.

  

Install new 4" vinyl base at perimeter of bathroom walls. Paint to match existing trim.

  

Install transition strip.

  

Clean and paint floor supply grate and trim – vacuum duct at this floor level.

7 Vine Street-Common Area Floor Replacements

 

This is a single family woodframe house. The rooms to receive new floor finish materials on the first floor include the entry foyer and living room.

Hazardous material survey to be submitted under separate cover. Should asbestos containing material be discovered in the existing flooring material, abatement will be performed by the Owner prior to the installation of new material. Work to be coordinated between the Contractor and Owner to schedule removal of toilet prior to abatement work.

Contractor to reference Photo No. B055-1 and Sketch No. B055-1 of the pre-bid package.

Foyer / Entry:

Remove and dispose of existing carpet, pad and transition strips.

Carry cost to install new 1/4" underlayment. Flash patch seams. Provide credit to Owner if not required.

Furnish and install new vestibule/entry Berber mat carpeting.

Install thresholds at entry vestibule, bedroom, basement, common area transition, bathroom, and common area/kitchen transition.

Plane doors as required.

Living Room:

Remove and dispose of existing carpet, pad and transition strips.

Carry cost to install new 1/4" underlayment. Flash patch seams. Provide credit to Owner if not required.

Furnish and install new laminate wood flooring system.

Furnish and install all associated accessories including base shoe molding, thresholds and reducer strips as required.

Plane doors as required.

CAAS-343 High Street-Common Area Floor Replacements

 

This is an occupied administrative building. The rooms to receive new floor finish materials on the first floor include the entry foyer, stair to second floor and common corridor.

Schedule will be coordinated with contractor and occupants.

Hazardous material survey to be submitted under separate cover. Should asbestos containing material be discovered in the existing flooring material, abatement will be performed by the Owner prior to the installation of new material. Work to be coordinated between the Contractor and Owner to schedule removal of toilet prior to abatement work.

Contractor to reference Photo No. B069-1, B069-2, B069-3 and Sketch No. B069-1 of the pre-bid package.

Main Entry / Foyer:

 

GENERAL NOTE:

 

Remove, store and protect existing furniture, piano and equipment as required to complete the work.

  

Protect all adjacent areas.

  

Provide meticulous dust control.

  

Replace all furniture, piano and equipment to their original locations upon completion of the work.

 
 

BASE BID:

   

Remove and dispose of existing carpeting, tack strips and padding in foyer.

  

Sand & prep existing wood floor as required to obtain a surface acceptable for refinishing.

  

Apply three coats of polyurethane finish.

  

Furnish and install transition strips at all door locations.

  

Align transition strips with doors in the closed position. (Reference Sketch No. B069-1).

Plane doors as required.

ALTERNATE:

Remove and dispose of existing carpeting, tack strips and padding in foyer.

Prep existing wood floor as required to obtain a smooth surface acceptable for carpet installation.

Install new double glue carpet and padding.

Furnish and install transition strips at all door locations.

Align transition strips with doors in the closed position. (Reference Sketch No. B069-1).

Plane doors as required.

Common Corridor:

Remove and dispose of existing carpeting, tack strips and padding in 1st floor corridor.

Prep existing wood floor as required to obtain a smooth surface acceptable for carpet installation.

Install new carpet and padding.

Furnish and install transition strips at all door locations.

Align transition strips with doors in the closed position. (Reference Sketch No. B069-1).

Plane doors as required.

Stairs to Second Floor:

Remove and dispose of existing carpeting, tack strips and padding on stairs, 2nd floor corridor landing and 2nd floor stairs.

Sand, patch, prep and paint existing treads and risers.

Prep, patch, sand and paint existing wood floor at 2nd fl. corridor landing.

Furnish and install new padding and carpet stair runner on stair treads and risers.

Maintain 4" of exposed wood on either side of runner.

Furnish and install transition strips at all door locations.

Align transition strips with doors in the closed position. (Reference Sketch No. B069-2).
