Blackboard Upgrade Decision
Goal: decide whether to upgrade to Blackboard 5.0 or 5.5, and if so,
to the low-rent version or the enterprise version.

We need to answer a variety of questions
- Can we stay with version 4.0 if we decide that would be the right thing to
do? What would that cost?
- What are the differences between 4.0, 5.0, and 5.5 on the non-enterprise
edition? What are the cost differences?
- What are the major benefits of the enterprise edition that make it worth
spending the extra money?
